The Russian Federation, People's Republic of China and North Korea are all attackers.

The Russians have been known to make their attacks look as if from one of the others. They might not now do that to the Chinese, as the RF and PRC are strengthening their ties including militarily and in transport links.

It's quite likely other powers are at it, too.

My hypothesis, and it is a hypothesis, is that some of the attacks we have seen are "tests" rather than outright attempts at destruction. Playing Devil's Advocate, such a test shows firstly the attack method works, secondly the effects, and thirdly the victim's response both technically and in time. If so, the implications are extremely serious.

Really, it's not surprising they can do it because the Internet has become monopolised by basically one company with one operating-system. This creates such commonality it is relatively easy for the professional hackers to analyse victims' software and data based on the same systems.

The only answer for Government services is deep encryption, dedicated own- built OS and programmes, and dedicated networks, all with very secure protection - and to use the Internet a lot less, and less slavishly.

@Roatlamb I have long thought that if a world war were to break out, major cyber attacks would be among its primary weapons.
