Why did the Japanese people of Nagasaki and Hiroshima build cities underneath nuclear bombs?

I guess they didn't have computer simulations for engineering buildings with nuclear bomb testing back then. They had to work that stuff out with punch cards and abacuses..... Back when I was a boy I had to work out the multiplication for the calculator!
