Intelligence services are only as good, or bad, as the rules dictating what they can and can't do. Sometimes these are dictated by political agendas. While the US has some very qualified agents, too often they are hamstrung from doing what they should be doing, by people wanting to use them for their own agendas, or afraid of using them because of what might be revealed.

@Uncfred no but I understand the difference between best and worst, it’s just my knowledge of the intelligence worldwide is not adequate, sadly!
