I'm not even 100% sure what you mean... and what country are you talking about?
If USA, then I'd say heck no, very few people get those... usually just people that have had their identity stolen or are concerned of the possibility of such... and sometimes those that are concerned of someone else claiming their child as a child tax credit, but that doesn't really stop others.
Also if you lose your code or move around a decent bit, it can be a pain in the butt.
