That is totally incorrect. Tariffs are a form of direct taxation that is passed on to the consumer of the country who imposes the tariff on imported goods.
If the USA imposes a tariff on Canadian goods entering the USA, it will be American citizens to pay that tariff when they buy those Canadian goods, not Canadians.
