My understanding is they do that to bring it back for nesting materials

do you have birds?

no, but my Mom has always had multiple bird feeders, which sometimes needed string to hold some parts from blowing too much in the wind.
And usually around "nesting time" 🪹 (whenever that was), there would be a couple of females trying their absolutely best at taking the string.

yes, normally they ignore the string, other than maybe just attempting to rest on it like a tree limb.
But these were clearly attempting to take it and would have if it wasn't tied. It was quite entertaining.

I’ve put out nesting material (string and dryer lint) for outside birds

Providing a nest for budgies isn’t a good idea, and can cause health and behavior problems. She does have several toys she can pick apart, because they love to do that, but I don’t let them keep any of it.
