@bowman81 My wife has worked as a journalist, and she has explained this sort of thing to me. The headlines are composed by the copy editor of the local paper, not by the writer of the story.

That is true - even though I'd love to blame the AP. The scribe sends the body of the story to the wire and the locals put on the pizzazz
