If the government wanted to sway public opinion in favor of a drone ban, these sightings could be an effective tactic. It's possible that some people genuinely saw drones, while others might be embellishing the story for attention or making exaggerated claims. While many accounts seem credible, could the widespread fear be leading to over-exaggeration? Given the distrust many people have in the government these days, when officials say, "We don't know what it is," Americans will jump to the conclusion that it's a top-secret government project, when in reality, it could just be ordinary drones.

Or: this could be a strategic way to rally support for increased military spending. Despite the far-fetched idea of an alien invasion, the average American is more inclined to believe the threat comes from China or Russia.
