Bet you they were either in heels or sandals that the straps broke on.

I doubt they'd be walking around in the mall barefoot, I'm sure most have a "no shit, no shoes, no service policy

@KaysHealingPath: To all stores and businesses who have a sign saying "No Shoes, No Shirt, No Service", then inform them that it's legal to be barefoot in public along with the NSNSNS is a racist and classist policy since the origin of it was for Caucasian store owners to not allow poor blacks and hippies into their stores; if they choose to keep that sign up, then they are admitting to you that they are both racist and classist.

@CollegeBarefootPoet: I'm not trying to debate the origin of the signs, we now live in an age where mostly everyone in the US has shoes, not always the best shoes by its extremely rare to see people barefoot here.
There are plenty of business who have these signs and not because of classist reasons, but for cleanliness and other reasons, like restaurants or grocery stores. The fact is that stores in the US can enact any policies they like and enforce them, and have every right to ask you to leave if you violate such policies.

Teenagers at the mall near my house are not allowed to loiter in. Groups of more than 3 and must be accompanied by an adult. Is it illegal for teens to hang out in public? No but the policy exists to protect them and other shoppers - teens have senselessly unleashed violence and groups fights at the mall the disturbed other shopper and even injured other people not involved in the random teen brawl.

@KaysHealingPath: Understood, but I just was informing about the barefooting laws, which it's 10% legal to be barefoot in public.

Well, in some schools, it is actually illegal for students to make friends, hug, and hold hands.
