Sometimes you can approach, but othertimes you need to wait for her to approach you. When I was in college women would approach me all the time, but they would do so on their terms.
Focusing on yourself is always ideal, and the best way to not look needy is to avoid seeking validation from others. Long as you know that you don't need that validation, you will be fine.
