Is it 100x easier for a woman to cold-approach another woman than for a man to cold-approach her?

I get the gist it is, as so many of my girlfriends say that don't really like men approaching them but I watch how they behave wihen other women approach them (even if they're with their husbands or someone else) and it seems fluid like it's just natural.

Seems like Women are ready to auto reject men they don't know, as they're being told to be annoyed by strange men hitting on them.
