Is President Trump out of control?

Trump has now fessed up to everything: he did hold up the aid to Ukraine and he did ask Ukraine to investigate Joe Biden and his son. Only an out of control person is so brazen as to admit to his activities.

His attitude seems to be "I can do anything I want. You can't touch me." Isn't that being out of control?
