It has many meanings.
For example, one of Venus' many meanings is love. When Venus in Pisces, one can be a romantic lover.
For example again, one of Venus' many meanings is relationship. When Venus in Pisces, one might not care about people's status when one making friends.
Well, too many meanings to write on here.
But, it's kind of meaningless to talk about Venus in Pisces without reading the whole natal chart. Because, we don't know if Venus is important in the chart, we don't know which house Venus is in, we don't know if Venus is affected by other factors, etc.
