Indira Gandhi did not direct the killingof Sikhs.
She directed Operation Blue Star, a military operation aiming at removing Sikh militants stockpiling weapons in the Harmandir Sahib Complex (Golden Temple) and capturing Bhindranwale, the leader of an extremist outfit. He and hundreds of his followers were holed upin the sacred temple.
So the then-Prime Minister, Smt. Indira Gandhi, known for her boldness, directed a military operation to remove the radicals. The operation costs around 100 lives.
I believe it was an executive decision that had to be made.

The Sikh riots in 1984 started after the Indira Gandhi was killed by a Sikh body guards (Satwant Singh & Beant Singh).
If any should be blamed for the killing of Sikhs in 1984 riots is Indian National Congress (political Party) which holds then government. Few of congress leaders(HKL Bhagat, Sajjan Kumar, etc.) were later proven to be guilty of the riots which led to killing of Sikhs.
