I don't think it has to do with either. 2010 was too early for AI and I'm fairly sure it can process cursive. And though it would definitely help the powers that be if people don't understand their rights, there are digitalized versions of all those important documents. People who can read the original are not going to visit a museum to do that if they want to know what it says.
