The chains on his arms are Leash-Wires—they ensure he can never move more than ten feet from the Hollow Child. The child is a living dampener, a biological vacuum that absorbs any electrical signal the Punk-Monk tries to generate. He is forced to sit in perpetual prayer, his mohawk acting as a useless antenna for a world he can no longer touch.
