@SW-User :) I have different words depending on inconvenience they cause others.
On the mild side I would probably call it "postering", like he's creating a zone of importance around him in hope of others noticing. And the cigar serves to announce his disregard for others comfort. Also the hat, it's a sign of authority and of possibly being armed. Like police don't remove their hats if they are inside on official duty. Nor military if they are armed.
