Does anyone know why a brand new water filter that's still in its packaging would have dirty spots on the filter?

It has plastic on it, but there's dirt underneath it.

Is this normal?

Charcoal particals. It's normal. Just some activated charcoal dust that makes up the filter. A few shake loose when it is dry.

@perceptivei that's carbon dust from manufacturing. that's why you have to rinse and put water through the filter before use. it won't hurt you
