I Hate My Neighbor

The next door neighbour has a huge dog that she does nothing with. She leaves him on her deck or outside in the yard and all he does is bark at people and chase them down the block. Which unfortunately for the people is a dead end street.
I've had to yell at him to go home because she won't. Hell probably be reported to animal control one day. Or else get run over. He chases cars also.
