I Live In An Apartment

There is this man who lives on my complex that is so annoying. He lives on the second level but sometimes will walk up to the third level where I and another occupant stay and stomps really hard on the concrete stairs; going up and down continuously before calmly walking back down to his apartment and slamming the door. This will be his third time doing this. This time it's because he needed to get the snow off his shoes as he proclaimed by shouting it out to himself (it's snowing outside btw). I still don't know why he does this, maybe it's his way of taunting other occupants or to make himself known to others that he's a jackass.

If he's a bit whacked out just pop out ask him to keep it down as sometimes your brother stays with you. And he's a Ranger, done time in Afghanistan but doesn't like loud noises, very quiet, good with his hands, people sometimes go missing...(as thick as you need to lay it on)

@GeniUs LMFAO! That's the kind of thing I've done when trying to get rid of stalkers in RL! Good man GeniUs. You live up to your name. I didn't think of that for this situation but it would be the best thing she could do. No confrontation but enough info to make the guy think twice about what he's doing.

Either he feels you're making too much noise and trying to get you to recognize it by being a complete passive-aggressive douchebag
OR,
he wants to have sex with you.
SW-User
@SW-User Just because he has a girlfriend doesn't mean he doesn't want to have sex with someone else. Anyway, I was just joking about that.

So, if you report him to management, are you worried he might come after you? What does the other occupant who lives above him have to say? Maybe that's the person he's trying to make a point with. Maybe the other occupant is too noisy for his taste.
SW-User
@SW-User I'm afraid it might make the situation worse if I report. I don't know if the other occupant is in their apartment during those times. It could be, they've been at this complex longer than I have.
SW-User
@SW-User Yeah, then don't report him. The last thing you need is to bring unwanted attention to yourself. GeniUs gave you some pretty good advice. Act very apologetic and make your "brother" or "cousin" sound like a completely unhinged nut job. Describe him as being very huge and built like a brick wall.

@SW-User No thanks, I don't want to be pushed down the stairs by a potential maniac.

or perhaps he is burdened with something that causes him to do it
