Do you know the regulations for hay rides?

Are there any? I want to sponsor one in the city for families, but I’ve never done that before.

I have not succeeded. We have all been too busy. I have a trailer and no riders. Everyone fears the cold and prefer the smell of baking cookies and muffins instead.
