Why do certain 'rappers' use the n-word in their songs?

I don't get it. Everyone knows not to use that word, yet some rappers exuberantly spam that word in their songs? Why? It's offensive.

I overheard two black ladies at work fighting. One said to the other, "you are more n***** than me as you are from Africa ". It was a nasty fight and the N word was used by them both, despite them being the same skin colour/shade of black.
