I'd say offering food to homeless in general is better than offering them money, as you have no idea what they're going to do with the money.

@TeirdalinFirefall I agree with that, there's always a homeless guy sitting outside on the ground by a shop next to my work, when I have change I usually go into the shop and buy him a sandwich water / they really seem to appreciate those as well, usually are hungry / thirsty and give him the left over change

I feel bad because this thought that they would spend the money on something bad like harmful substances stops people from giving them change and such too which is saddening
