Is this actually a compliment?

A woman I know said that the deep blue shirt I was wearing last Thursday made my eye colour pop. I didn't think much of it at the time because it doesn't sound like that much of a compliment; after dwelling on it, it might have been meant as a compliment. I don't know a huge amount about compliments since they tend to be rare for me in real life.
