Yes, they would still be american no matter what. Simply because you can't change the culture you were originally born in. Doesn't matter how much you know about the other culture in a different state or country, you're still an american.
You may not be able to change the culture you were originally born in but you can certainly change yours.

There are lots of American expats in Germany. You could only speak German and still be American, if you want.
