Would it be bad if a American moved out of the USA Permanently? Would they still be American?

Yes, they would still be american no matter what. Simply because you can't change the culture you were originally born in. Doesn't matter how much you know about the other culture in a different state or country, you're still an american.
You may not be able to change the culture you were originally born in but you can certainly change yours.

Say I move to Germany & I never speak English ever agian & mostly speak German would German get better in Germany! Just asking because German is Important to know in Germany

There are lots of American expats in Germany. You could only speak German and still be American, if you want.
