Media is Spain sucks worse than here!
I read the article and still don't understand the story.
Sounds like the police got their nose out joint when a comic made fun of them.
Sounds also like maybe the joke hit a little too close to home.

Images of dogs with weapons, police helmets and foam projectiles were shown while Modgi is heard saying that when animals do not behave, their owners are to blame – with a photo of the Catalan home affairs minister, Miquel Buch, appearing.

They’re blaming the government for not taking responsibility for the police force, like you would blame a dog owner if they were not looking after their dog and it went and bit somebody. The police are misbehaving dogs, the government are the negligent owners. @Budwick

Having some background of the story does help.

In the USA, it depends who you are bashing.
The media will support bashing anyone on the right for any reason.
Like last year there was a kid at a pro-life rally.
The media got hold of some video and edited to make it look / sound like the kid was the bad guy.
He wasn't the bad guy.
The kid sued and won.

The resat of the story isn't reported by the same media that trashed the kid a year ago.
