That's a Russian schoolgirl uniform. Well, Soviet, but the tradition lives on though - these days it's just dressup. For example, kids often wear it on the last day of highschool as a sort of last hurrah. On that occasion, it's usually paired with a sash that has the name of the school on it. That seems to be the occasion in this photo, the sash can be seen.
