why dont some people wear masks in stores, even though its the law?

i often see peopelin stores not wearing masks, its legal where i live,and they always look aggresive

@paulio Laws are passed by legislatures and signed into law by governors. Executive orders are not laws. Don't be stupid. Show at least a rudimentary understanding of our governmental system.
