What causes someone to mock or provoke someone else?

It’s a childish behavior and it’s always undeserving. I’ve been told by friends that in certain instances it may mean that person likes me and just doesn’t know how to flirt. Is that true? Why do ppl find so much joy in provoking others like childish bullies?
