It is true that when hem lengths were short teachers at the front of the classroom would often be able to see underwear. But girls wore uniform underwear so it wasn't as though we were getting glimpses of racy undergarments.

@Oldmanjimbo Yes. Of course one common feature was that rules were rules, and if you broke them you were liable to be dealt with. It didn't matter if the rules in one school were rather different from those in another.

Why sitting with legs crossed. Better view for the teacher if they sit legs slightly apart!
Perhaps a survey of what colour panties are worn would be a good idea!
