In Islam, no. Men are required to cover from the belly button to the knees.
Everything else has been copied from people who were socially regarded as wise, it's pretentious look. Scholars wore like that because they could afford it, and before Mohamed those were the clothes of the rich.
Mohamed only owned One dress like that in his entire life and gave it up to someone poor.
As to turbans, it is very cultural.
