Who mainly runs the institutions that are “racist”

If the left constantly spouts off about institutional racism but aren’t they the ones who predominantly take charge of the institutions? Educational, social, etc. predominantly liberal. In fact it’s a talking point that many liberals use that they’re “educated” unlike the right. So are they the racist ones then? Should we hunt them down and get them?

Mind you I’m not political I jsut point out the flaws in people’s simple minds.
