@NewKidInTown I'm not sure what the question is here, so I'll answer it in three ways.
It's a picture generated at deepdreamgenerator.com, where you upload two different pictures and the A.I. works on it to create something new.
This was created by combining a photo of the blue willow pattern with an impasto painting in pastel colours.
And this is what I mean by that

Once the A.I. Got through with it, I had what you see above.
