Will Biden do better at ending the pandemic?

I think it's pretty clear he will win by a large margin, and so I wonder what he will do differently regarding Covid-19. Will he have resistance from each state in wanting to implement their own plan? Trump faced that problem. Will he recommend masks and would those against them continue to defy reason? Trump was just one of many having this reckless mindset.

trump was/is so lost, out of his element.
He wasn’t ready to handle a pandemic.
You can’t have herd immunity without two million people dying in the U.S. and he knows it.
