Can Kentucky impeach or recall McConnell?

If he was just dealing with Kentucky and offered nothing more than one Senate vote I'd say those idiots deserve exactly what they get. They voted him in despite Kentucky consistently being ranked towards the bottom of the barrel. But he's not. And that's a bad thing for America.
