What requires 9 emergency response vehicles?

i imagine that many were firetrucks, right ? i dont know where you are and how they do things there but here they call fireman the "first respondent" , and because they are more available than police or ambulances they all respond to emergency calls within a certain distance of them. one time a guy fell down a cliff at the mountain close to my home ( in the middle of a city) and i counted like 4 firetrucks, 4 fire department regular trucks, two cop cars and an ambulance.
