How to ask out a celebrity ?

My sister said a guy from her favorite rock band is getting a divorce she's so happy she said now might be her chance to ask him out. She's kind of scared to also there's a problem with that one he lives in Finland two she's only 28 he's 57 she doesn't care even though he's not her favorite member of the band she still thinks he's kind of cute. She has him on Instagram she wants to ask him out but she's so scared. She's also crying happy tears that is. How can she ask him out ?
