Does an "empty gesture" count as extending kindness?

An example of an empty gesture would be? (Like holding the door for the person behind? Or?)

@AnonymouslyYours Like saying, "let me know if I can help" and then upon being told how you can help and assessing the effort it would take, you confess you never expected to be taken up on your (empty) offer. It was just an empty gesture.
Oh, useless gibberish uttered to seem polite, I see. In that case: definitely not. When I think of an act of kindness, one being disingenuous, per your example, would render it void. @MarkPaul
