If Another Guy Smiles and Winks at You What Does it Mean?

The other day I was in a grocery store that was out of town, this guy who looked to be about my age in his 50's was shopping. He picked up a bag and walked toward me grinning and as he got closer he winked at me! I was in hurry to get what I needed and head off to a meeting but wondered what was he doing ??

My wife worked with a pharmacist that stared at me in a different way while I was in the store looking for something I needed. When I caught him staring I looked back and he didn't look away.
