Also, the barrel doesn't need to be FILLED with cement... Just the bottom, so that it doesn't float to the surface.
They'll never master sonar scanning in our lifetimes. Though, I did see this cool documentary, where instead of a barrel, they just handcuffed a couple to a boat anchor, and let them drown to death. But the barrel IS cheaper.

Ah, who am I kidding? I wouldn't feel right, letting all that meat go to waste, and bones should fit nicely into a garbage bag, with a little kitty litter to weigh the bag down. When I get caught, I'll tell them my motto: "Eat the rich, and use that money you saved, to buy a nice house." I can see it now... Me hosting fancy dinners by candelabra, all my friends complimenting me on the exquisite but strange meat, me patting myself on the back for making the world a better place (by getting rid of the annoying ones). This is now my new favorite happy place in my head.
