Sometimes you have to. Its a cultural thing when you are dealing with important people. A gift at the start or in my experience at the end is given as a sign of good faith and good favour, particularly by the richer more powerful people.

It would depend on the person/persons giving it and the motives and intentions behind the gifting of it as well.

I find it hard noing soneone has spent a lot of money on me even if it's from a loved one
Depends on my relationship with the giver. If I believed there were too many strings attached, probably not.
