No. You would have to possess unlimited blocking ability and then trust to chance that a new account isn't created and interested in your post.

No the site is set up to be more open .
So if you cant / wont accept comments then maybe you shouldn't post it to start with .
That's the idea ,
Also even if you delete comments people can flag it and ADM. will react as needed .
