Considering how little insurance companies usually pay out why not start an insurance company INO (in name only)?

For twenty bucks you get a card that says you have insurance. If you have a claim you get your money back. Probably more than most insurance companies would give you.
Someone else files a claim on you...Well, we're headquartered in Bulgaria or East Timor, etc...
