It has often been said that in any line of work, be it within the white collar 'executive suite' or among the grunts who works the 'line' on the graveyard shift, 90% of the problems within a corporate environment are created by only 10% of the employees. The truth is, it is usually that same 10% who routinely rear their ugly heads within a predictable, repeating pattern like cheap wallpaper on a bathroom wall.
The same thing goes within any police force. It will always be that same, predictable 10% of all cops within a 'force' who create 90% of the problems FOR that police force, most problems of which you and I will never hear about in the news.
But then again, 100% of that entire police force then shows up for work on Monday morning and they all go out into the real world and do their jobs just like the rest of us do. The problem is, 100% of those same police officers are now primarily contending with that lower 10% stratum layer of society on a daily basis whom are the very members of any society who create 90% of the problems for their local town or city. The upper 90% of society don't generally give the cops problems of significance, day in and day out. This includes the lower 10% stratum layer of white collar executives, whom make up the ranks of the 'white collar crime society' in all countries.
It's not the good, honest work of the upper 90% of society we hear from in the news on a daily basis, nor the upper 90% of those gold-star rated employees we never hear about who work in factories, nor those upper 90% of white-collar corporate executives we never hear about who do great stuff in the boardroom and who actually run our economy. Instead, it's always some misfit within that lower 10% of the stratum layer of each group that captures the news headlines, or gets her sorry ass fired for behaving like a misfit-without-a-cause as she declares herself victimized by the upper 90% who actually know what their doing when they show up for work. Of course, the news media is then 'all over' that upper 90% like a pail of water at a wet T-shirt contest when some dumb-shit with a history of behavioral problems since childhood, calls "foul play!".
We never hear about those cops who comprise the upper 90% of any police force who actually risk their lives when they respond to a 911 call to a robbery in progress, nor do we hear about those same cops who help an elderly lady back into her house when she gets confused on her own front lawn, to then make a cup of tea for her when she doesn't recognize her own kitchen. And those un-acknowledged cops within that upper 90%, do all that un-acknowledged 'good stuff' within the routine of their workday.
But instead, we only hear about and only focus upon those police officers who are dubious members of the 'Lower 10% Stratum Layer Club' who get their dumb asses caught by their own colleagues doing all the same stuff they normally protect the rest of us from imposing onto society, in those moments when us dumb ass 'civilians' experience a brain-fart while demonstrating to the world that we don't know any better. What this means is, that as a society anywhere in the world, we are all the same. But just like oil and water, we as members of a society will all naturally migrate to our inherent stratum layer of competence as well as personal integrity when left alone with only our own conscience watching over us.
If the National Enquirer or the New York Times want to focus their integrity of meaningful journalism onto the misgivings of the lower 10% of our society at all levels of conscious awareness, then let any of those related news medias go ahead and show us 'who' they are as a news source and 'what' their integrity is truly all about.
Ironically, it's the '90% Club' who supports the news media, not the '10% Club'. Those dubious members of any 'Lower 10% Club' anywhere in the world, do not have the wherewithal to read all about themselves on a daily basis, nor do they comprehend which stratum layer they routinely function in which maintains their personal survival. That is why all 'bad cops' will eventually float by default to a lower common stratum layer, not unlike shellfish which float to the bottom as bottom-feeders, consuming the feces and decay of all ocean life. And that is also why all 'good cops' rise by default to their respective upper layer, which will always lie above that layer inhabited by the bottom feeders and at NO time, intermix with it.
