@SW-User One has nothing to do with the other. This may come as a shock to you, but elected representatives are supposed to "represent" the views and ideals of the people who voted for them.

@xixgun It does. You say that Southern states are intelligent. Well the people running those states aren't. And by the looks of it those who voted them in aren't either. Which is true since the bible belt is located in Southern regions of the U.S.
