Halloween was created either in the 1920's or the 1930's. Trying to remember the history I once read, it was because young Irish immigrants in New York were so destructive to property on that date that local homeowners decided to bribe them with treats to stop the vandalism.

The treats are no longer working as bribes for some teenagers, and Halloween is becoming dangerous again in some places. Criminal actions and/or misdemeanors by some trick or treaters have had a result in some places. Local government has to try to protect their citizens from vandalism any way they can.

All manner of things become legal. More laws. More rules for some to break. More jail time. More crap. And on and on and on.

Apparently in Virginia.
