I Love Coral Reefs And Marine Life

I want to find a place, preferable in the Florida Keys, that has either the mini personal submarines or the dry air-filled diving helmets. I want to explore the reef but can't dive or snorkel. I'm having a hard time finding these options on Google. Does anyone have any information they could pass along to me? I would appreciate it.
