Unless a statistic is properly cited and sufficient detail of the study that was used to arrive at the figure are also present, 100% of statistics can be assumed as fabricated.

It's more correct to say you can make statistics say or prove anything. If two people had different opinions on a subject you could say 50% believe "X". It really depends on the sample size and the control conditions in the experiment. The bigger the sample and tighter the controls, the more realistic the model.
