Should they change the rules in the knockout stages?

Three points for a win means there is incentive to attack in group games. The penalty shootout means a weaker team can just defend for a fifty /fifty shot.

Maybe they could change it so that the team which has the most shots on target in 90minutes gets a half goal advantage in extra time and goes through if the scores are tied?

There should be a change, I agree with you on that. But most shots on target rule would see a lot of change in tactics of teams like Spain, etc. who don't like to take shot much. Not the proper parameter to judge which team played better if you ask me although it is the closest parameter in doing so.

@InOtterWords An attacking team needs to be given a slight reward. You can still win a game by counterattacking but can't just defend for penalties, like Russia.
