What does this mean on the phone?

First rings like 10 times then goes to voicemail. After that rings for 2-3 times I think it was then goes to voicemail?

Does that mean you have been blocked or just ignored?

Well actually if you block your number then call the person back they should be up the phone because they might have blocked your number but if there phone cannot see your number they cannot block it
